The upper lake ---the only lake at that time--- was manmade by the railroad. The two railroad workers, one with a rake, are attending the bar screen and valve at the inlet to a cast iron pipe which supplied water to the railroad. This pipe was encounterd when basements were excavated for new homes on the south side of the more recent lower lake.
